Introduction to NRI Wing
Persons of Indian origin residing abroad and NRIs face the constraint of inability to be physically present at all times in India and have short time at their disposal during visit to India on account of which they are not able to follow up their personal
cases relating to their property issues and other matters in India, mostly because of procedural delays in inquiries conducted by police and court cases. Therefore, inquiries pertaining to the NRI complaints are necessarily required to be time bound. Also,
in order to ensure fairness and transparency in cases where there are allegations that inquiry through the local police is likely to be biased, these matters are now being examined in the NRI Affairs Wing under the Community Affairs Division at the Punjab
Police Headquarters Sec-9 Chandigarh, for ensuring an independent inquiry.
The NRI Affairs Wing which was earlier headed by DIG rank officer has now been upgraded and is now headed by an IGP. In addition, an SP/NRI Affairs is also posted at Police Headquarters for monitoring grievances and complaints of the NRIs.
Functions of NRI Affairs Wing
The NRI Wing of the Community Affairs Division performs the following functions:
- Central Nodal Authority for monitoring complaints of NRI’s and supervision of the 6 NRI Police Stations of the State including monitoring of inquiries and investigations carried out in the NRI Police Stations.
- Monitoring and supervision of the NRI Cell functioning in Community Policing Resources Centers (CPRC), Community Policing Suvidha Centers (CPSC) & Police Station Out Reach Centers (PSOC).
- To deal with issues pertaining to lodging of persons of Indian Origin in Foreign Jails on account of fraudulent acts of Travel Agents.
- Plan and conduct seminars/workshop for creating awareness of laws pertaining to NRIs and issues such as abandonment of brides by NRI grooms in India and abroad.
- Capacity Building and training of police officials, community representatives posted at NRI Police Stations and NRI Cells across the State.
- Awareness programmes through the electronic and print media in India and in foreign countries for better coordination with the Indians diaspora in particular, Punjabis residing abroad.
- Nodal coordinating authority for making data base of complaints by NRIs/pertaining to NRIs, to research and evaluate nature of problems faced by NRIs with an objective of improving the quality and efficiency of Police services to NRIs.
- Coordinate with Ministry of Overseas Indians Affairs, Ministry of Home Affairs, other Central and State Government organizations and Non Government Organizations dealing with NRI issues.
