Organisation Structure

The PIDB is a high powered body with the Chief Minister as the Chairman. The Government of Punjab External website that opens in a new window has notified the PIDB under Section 18(1) of the "PUNJAB INFRASTRUCTURE(DEVELOPMENT & REGULATION) ACT, 2002" to consist of the following:

  • The Chief Minister of Punjab - Chairman
  • The Deputy Chief Minister of Punjab - Co-Chairman
  • The Minister of Finance of Punjab - Vice-Chairman
  • The Chief Secretary to Government of Punjab - Member
  • The Principal Secretary to Government of Punjab, Department of Finance - Member Secretary cum Convenor
  • Principal Secretary to the Chief Minister of Punjab - Member
  • Managing Director of Board- Member
  • Three technical expertsExternal website that opens in a new window to be nominated by the State Government; and - Member
  • Minister or Principal Secretary or Secretary of the concerned Administrative Department. - Special Invitee

Executive Committee

The Board has an Executive Committee to aid and assist it in the discharge of its functions. The Executive Committee consists of the following:

  • The Chief Secretary to Government of Punjab - Chairman
  • Financial Commissioner - Revenue
  • Principal Secretary - Finance
  • Principal Secretary to the Chief Minister of Punjab
  • Principal Secretary/Secretary - Planning
  • Principal Secretary/Secretary - Housing & Urban Development
  • Principal Secretary/Secretary - Local Government
  • Managing Director of the Board - Convenor

Sectoral Sub-committees

In addition to the above, the Board may appoint Sectoral Sub-Committees and Infrastructure Project Implementation Sub-Committees as may be considered necessary for carrying out the objectives of the Board.

Project Management Team of PIDB

The in-house Project Management Team of PIDB consists of technical, financial and legal experts whereas the external executing agencies (administrative departments) of Punjab Government are looking after Implementation of the projects conceptualized and developed by PIDB

Technical Committee

The Board has created Technical Committee(s) (also called sub-sectoral committees) which comprises of the representatives of PIDB and the concerned Administrative Department. The Technical Committee for the Road sector projects of PIDB comprises of the following:

Modern Contract Agreements

The Contract Agreements of PIDBs work are based on internationally accepted model documents prescribed by World Bank, FIDIC and Ministry of Road Transport, Government of India. This has enabled PIDB to improve upon the manner in which the infrastructure project related Contract Agreements were being administered in the State of Punjab over the past many years. Innovative provisions/ clauses which have been included in the Contract Agreements provide for the following :

  • Payment of bonus to Contractors upon early completion of work
  • Imposition of liquidated damages upon Contractors in case of delay in completion of work.
  • Payment of interest @ 12% to the Contractor in case of delay in payment by the Department
  • Independent quality control consultant for each project
  • Dispute Review Expert for quick resolution of disputes and avoiding recourse to arbitration and courts.
Independent Quality Control Consultants

The quality of the Roads and bridges projects is being looked after by Independent Quality Control Consultants as per the prescribed Quality Control Manual.

Urban Infrastructure Projects
